Council approves next step in plan for East Gateway Urban Village

Members of the Mill Creek City Council gave their blessing to the engineering requirements needed to acquire two small parcels that will be used for a roadway to provide two access points for The Farm and related developments along the eastern border of the city.

The $118,200 contract with the Texas-based firm Gray & Osborne will fund engineering and right-of-way services needed for future development adjacent to the 17-acre parcel that planners hope will eventually have 350 apartment homes above 100,000 square feet of retail space.

Funds for the first phase of the project also provides for the possible relocation of 72 linear feet that includes an existing drainage pond to meet surface water needs, according toGina Hortillosa, director of Public Works & Development Services. Her presentation to the council included meeting the guidelines required by state law for the purchase of property by the city.

Hortillosa said the additional right-of-way on the Advent church property was needed to address surface water runoff created by the proposed roadway. She expressed confidence the engineering and right-of-way services portion of the planned construction could be completed by July of 2020.

The subarea plan, said Hortillosa, was designed with internal access points via the spine road. The first phase of the project located west of 44th Ave. SE was dedicated by the developer as part of the Eastway Building, the Vintage senior community and The Farm. The parcels owned by Rim Kim and the Advent Lutheran Church required council action.
